Published every Monday; contains statements, messages and other Presidential
materials released by the White House up to Friday (5:00 p.m.) each week.
Includes such items as addresses and remarks; appointments and nominations;
bill signings; executive orders, letters, memoranda, etc. of special interest;
news conferences, proclamations; and swearing-in ceremonies. Included also
is a checklist of White House news releases not included in the Compilation,
and a list of acts approved by the President.

Prior to 1950, treaties were printed annually in the Statutes at Large. With
the exception of the first six volumes of the Statutes, treaties were printed
in each volume and were for the same period as the volume. Treaties effective
between 1778 and 1845 are assembled in volumes 7 - 8. Volume 7 contains Indian
treaties. Volume 8 includes treaties with foreign nations.

for the time being and appear in a later volume, it is advisable to consult
the subsequent volumes in the series. First volume of microfiche set includes
general index to all 56 volumes by country.

Relations and the House Committee on Foreign Affairs
have for many years published the transcripts of extensive
hearing on matters relating to foreign relations. These
hearings are indexed by the Monthly Catalog of United
States Government Publications and by the Congressional
Information Service/Index. The Monthly Catalog indexes
hearings by title, committee and subject. The CIS/Index
indexes hearings by subject; witnesses and their affiliations;
committees and subcommittees; and bill and report numbers.
An abstract of testimony with reference to page numbers
is given. The Library has these hearings from 1970 to
the present.

Indexed by U.S. Documents Relating to Foreign Affairs.
The debates of Congress have been reported in four series of publications,
the names of which are given above. Each volume of the Annals, Register,
and Globe has separate indices for Senate and House proceedings. The indices
cover the entire session, but are repeated in each volume if the session
proceedings require more than one volume. The appendix to the Globe contains
many speeches to which there is no reference on the pages containing the
debates. Therefore, the appendix should be consulted if all the material
on any subject is desired. The index to the Congressional Record is strong
in citations to action on bills and remarks of members, but weak in citations
under subject headings. In order to locate the debates on a particular topic,
the reader must generally ascertain the number of the bill in the entry number
under the subject and then turn to the index by bill numbers in order to
obtain the references. Many of the executive sessions of the Senate are open
sessions and the proceedings and debates (on many treaty and foreign affairs
matters) appear in the Congressional Record.
