Treaties and Other International Agreements of the United States of America, 1776-1949. 13 vols. The series includes the English texts or official U.S. Government translations of treaties and other international agreements entered into by the U.S. from 1776 through 1917. Vol. 1 covers multilateral agreements signed during the first 141 years of this country's history. Vols. 5 - 12 contain bilateral treaties.

Statutes at Large. 1789 - date. (Library has microfiche to 1931; book holdings 1931 - date.) Prior to 1950, treaties were printed annually in the Statutes at Large. With the exception of the first six volumes of the Statutes, treaties were printed in each volume and were for the same period as the volume. Treaties effective between 1778 and 1845 are assembled in volumes 7 - 8. Volume 7 contains Indian treaties. Volume 8 includes treaties with foreign nations.

The Senate Committee on Foreign Relations and the House Committee on Foreign Affairs have for many years published the transcripts of extensive hearing on matters relating to foreign relations. These hearings are indexed by the Monthly Catalog of United States Government Publications and by the Congressional Information Service/Index. The Monthly Catalog indexes hearings by title, committee and subject. The CIS/Index indexes hearings by subject; witnesses and their affiliations; committees and subcommittees; and bill and report numbers. The debates of Congress have been reported in four series of publications, the names of which are given above. Each volume of the Annals, Register, and Globe has separate indices for Senate and House proceedings. The indices cover the entire session, but are repeated in each volume if the session proceedings require more than one volume. The appendix to the Globe contains many speeches to which there is no reference on the pages containing the debates. Therefore, the appendix should be consulted if all the material on any subject is desired. The index to the Congressional Record is strong in citations to action on bills and remarks of members, but weak in citations under subject headings. In order to locate the debates on a particular topic, the reader must generally ascertain the number of the bill in the entry number under the subject and then turn to the index by bill numbers in order to obtain the references. Many of the executive sessions of the Senate are open sessions and the proceedings and debates (on many treaty and foreign affairs matters) appear in the Congressional Record.
Annals of Congress, Register of Debates, Congressional Globe, and most Congressional Records are now in storage. To obtain these materials, please ask for assistance.

Weekly Compilation of Presidential Documents. Published every Monday, contains statements, messages and other Presidential materials released by the White House up to Friday (5:00 p.m.) each week. Includes such items as addresses and remarks; appointments and nominations; bill signings; executive orders, letters, memoranda, etc. of special interest; news conferences, proclamations; and swearing-in ceremonies. Foreign Relations of the United States, 1861-1949. (Library has microfiche to 1949; book holdings 1933 – 1976. Because of the "thirty year closure" rule, only scattered volumes have yet appeared for events after 1957. No volume was issued for 1869.) Includes communications both to and from foreign government and their representatives in foreign countries with officials in the Department of State. Volumes published prior to 1925 do not usually contain documentation relating to the negotiation of treaties. As correspondence relating to a particular year may be withheld for the time being and appear in a later volume, it is advisable to consult the subsequent volumes in the series. First volume of microfiche set includes general index to all 56 volumes by country. Supplements in microfiche include Lansing Papers; material on Japan, China, and the Soviet Union from the 1930’s and 1940’s; and Current Economic Developments, 1945-54 (which is indexed in paper).

(However, if you browse the list of complete titles, especially the pre-1900 ones, you may be a little confused. The dates on the list can be misleading. There are inconsistencies on how the University of Wisconsin described the dates of coverage of each volume. These inconsistencies result in part from some of the source volumes being published by the State Department, and some being published as part of the Congressional Serial Set.)

American Foreign Policy: Current Documents, 1956-1967. Continues and intensifies coverage in previous publication. Annual one-volume collection of the principal messages, addresses, statements, reports, diplomatic notes, and treaties made in a given calendar year which indicate the scope, goals and implementation of the foreign policy of the United States. The materials included in each volume are arranged in 14 parts--one on overall policy; one on the United Nations and international law; seven on developments in particular regions and countries; one on disarmament, atomic energy and related developments, and educational and cultural exchange programs; and one on the Department of State. The 1959 and later volumes include some documents issued by other governments and by regional organizations of which the United States is not a member.
